Natural means that it is caused by nature, not man made water pressure such as a pipe burst. Rising means from the ground up, so falling rain through a roof is not rising, but accumulation of rainfall outside then becomes flood. Last, it is important to note that the source of the natural rising water does not matter. The Federal Government decided long ago that wind driven waves, such as storm surge, are not the peril of wind, but is instead defined as Flood.
